The problem wasn't big shot attackers like Baby Camilla having warp + pass (though it IS a problem), the problem was EVERYONE having warp. It just made combat too unpredictable, especially when the warper turn into a warp beacon for other warp beacons. It's why not a lot of people have an issue with Emblem Sigurd's +2 movement or the Sigurd Ring, it's easier to plan around and counter while still being powerful to matter.
