Reminds me when the previous iteration of Russia enticed dissatisfied foreign socialists to immigrate and build a "workers utopia" in Soviet Union. Few years down the road and the immigrants were suddenly deemed " a threat to national security" by Stalin and ended up in penal battalions or just shot&dumped in mass graves.
Nothing in Russia is ever new, always the same problems, always the same solutions.
