We need to denormalize calling it a phobia. A phobia implies fear, and no one's afraid because there's nothing to be afraid of. Everyone knows and understands them. What it actually is is contempt for the mentally ill and a desire to contain a problem.
Even Bhadra seems to recognize that he's not normal and is a year or two away from outright turning into a weirdo monster, and it takes the collective praise (hollow praise at that) of the zodiacs to temporarily get him to not be a bigger problem than just an oddity and a nuisance, because if left unchecked he'd have been partially responsible for a calamity.
If it was actually the writer's intent to show the kinds of dangers both to oneself and one's surroundings transgenderism can cause, then I'd actually respect them a lot more. Bhadra is the finest example of what they all are: a landmine that needs constant attention and affirmation otherwise they inconvenience everyone else.
