IMO you're experiencing the story and lore the way the developers intended. At least, you're experiencing it the way I experienced it. A lot of these tidbits and clues scattered about that leave the player with lots of questions about the world and characters in the game.
I enjoyed it, even though I get the feeling not everyone played it that way. Complaints about the story often came from folks I felt played the game in a very linear fashion and ignored a lot of the scattered pieces of lore, and so got an abridged narrative experience. But from a gameplay perspective, that's probably a good thing to give players more freedom in how they execute their playthroughs.
It's not a new mechanic for delivering game narrative, but it feels well done imo. Not the best ever, but it hits its mark.
