no. I'll write this without spoilers just in case: Ansàrra's skin/flesh is utterly black, think obsidian or jet. Similar to crystal. Six fingers on Her hand, and Her palm is hollow. Six arms.

Elves (at least those remaining when this Quest is set) resemble their Kiengir masters, so they do have dark skin (besides the occasional exception because someone fucked up with the character generator back in the day), but it's more of a sable tone, or dark chocolate. They all have five fingers. Their features are very fine and delicate, with long straight noses, gently-tipped ears (so none of those knife-ears Japanese nonsense), and usually thin lips. Think a palette swap of a Norwegian model. Their eyes are usually the same deep blue shade Rubida has, but there are once again exceptions. Long black hair.

Kishirra was a bit of a 'custom model' so she had sable skin, blonde hair and grey eyes.

If you want to image Elven features, think the Tartessians or Nadia from Gainax's The Secret of Blue Water (that's where the inspiration comes from after all).

So, Ansàrra is completely different from Elves and she is most definitely NOT an Elf.
