Russia has written a stinging complaint to Indian authorities, threatening to warn its citizens that it is not safe to go out at night in Goa’s popular beach resorts, in an escalating diplomatic row over the sluggish police response to attacks on foreigners in the former Portuguese state.

The Russians’ indignant letter came after an Indian parliament member said that several foreign women raped in Goa – including a 25-year-old Russian working in a five-star hotel and 15-year-old British murder victim Scarlett Keeling – had “invited” the crimes upon themselves.

“The Russian consulate is concerned about the safety of its citizens,” Vikram Verma, an attorney for the consulate, told Indian TV on Wednesday. “If (Indian authorities) feel that it is the victim’s fault that she was out at 2am and thus deserves to be raped, we would be happy to give (Russian citizens) advice which would improve their safety and security.”
