You could interpret it purely in that way, but everything shown to you in the series, how the Solver is talked about and presented, the fact that it is "The Void, the Exponential End", that it's blatantly supernatural and its physical manifestations are disintergrated by sunlight while when it eats a planet it manifests as massive yellow tentacles coming out of a black hole - all point pretty succinctly to the Solver not JUST being a program.
Granted, yes the show very purrposefully presents things in a way to make you question whether The Solver truly is an unholy eldritch god thing or an out of control program that has somehow managed to find a way to edit reality and physics.
In reality, the best answer seems to be that it's sorta both. The Absolute Solver is an eldritch entity that manifests into the world digitally by using AI as a host. The AbsoluteSolver program is the manifestation point, not the origin.
We see the Solver first make contact with Cyn (the drone) and the way it is presented makes it pretty clear that the Solver is leaching in from the OUTSIDE and has to be invited IN.
