I'm thinking mostly wartorn countries in need of cannon fodder, monkey IQ hellholes, yeah. The kinds of places which would be made better with them. Russia could even take them and send them to the frontlines. Also, part of my strategy would be to get very broken-windows. Over time, the majority of the population would be deported; techniques would include things like prohibiting birth control and abortion and mass deporting the entire female population, for example. The males would go nuts over less and less women, fight over them, and get deported for fighting. White people, who are minorities on these islands, would likely comply with the law and be kept there. Others wouldn't.
