See, I personaly see it as the other way around. The Imperium needed as many bodies as it could both for the war effort, mechanicus aligned worlds for the manufacture and the actual imperial worlds for the bodies, both imperial army and space marines. And then those not drafted as extensively could line their pockets with the situation of ressource extraction (see It ain't me but you're the senator's son).
Okay so it's a draft, what about it? Well remember if you're american, look how they thought about the war on terror after 9/11. They were pretty hyped about it. Then look how they were about the occupation of afghanistan? They were tired and most don't want to go back to the sandbox again. Well imagine almost a billion worlds where the draft has been going on for at the very least 200 years. With the whole "senator's sons" lining their pockets and when Horus calls they see more opportunity?
Congrats, half the imperium worlds went with the bald dude.
And then there's the actual chaos corruption but it didn't affect everyone in the same way and the effects are very likely to be shown when the Great Scouring books starts.
