If a vtuber you like actually makes good content that other people will enjoy, you still have to do a lot of work to get the ball rolling and to get other people interested in them. Even then it's not guaranteed.

>post about any interesting moments or if they mention or have any interactions with other vtubers the thread likes
>talk about their life and backstory over time so the thread becomes invested in them
>make/post memes and soundposts of them (if they're good enough people that don't even watch them will use them sometimes)
>heavily engage with anyone who asks questions about them or makes posts about them to encourage people to post about them more
>when they're not streaming occasionally talk about missing them and share their tweets, new fanart, and discord messages but not to an obnoxious degree
If you follow these steps and are consistent, and the vtuber you like is interesting. Anons will become familiar with them and are more likely to mention them both due to the mindshare you helped build up and because they know someone is always there to discuss them in the thread.
