As far as we know, I don't think alcohol exists in the underground. We do have a bar but fuck me on how Monster Alcohol works.

While Flowey did exist in an undead state to potentially glimpse drunk Toriel (if that's something the Ruins can make), Chara only awoke to (you) and goat mom didn't hit Monster Scotch as far as we know.

Chara might not be so lucky considering the surface had to be bad enough for them to want to die, broken home could've been the tipping point for all we know.
