The issue in this case was that Saturn bios required an arbitrary filename that no other emulator requires and there was very little to go off of.
It doesn't even tell you that the bios are missing, misplaced or the wrong filename in the UI that is basically the point of the whole software.
If you have nothing to go off of, an entire library of cores that never bitch about bios filenames, "couldn't start game" or whatever isn't the best thing for search optimization.
I really just think they should implement things from Desktop mode into the frontend. It's not really that much to ask for.
There's another strange issue with the UI that seems to have degenerated over time:
The opacity of "color theme gamma factor", regardless of Shader pipeline for the XMB menu.
All the background color themes are permanently darkened, even on the brightest setting.
RA's devs expected everyone to use the Shader Pipeline for the Ribbon, Bokeh, or Snow effects.
All of those are bright white, allowing for any of them to pop to an extend.
I found a screenshot of this really slick, basic white to blue/grey gradient. All it needs is to turn off the Shader Pipeline.
You'd think turning off said pipeline would allow "color theme gamma factor" on the highest setting to reveal the original vibrancy.
It doesn't. At this point I've fiddled with every element in the settings to somehow get it to display properly and no dice.
