That's an interesting theory. I feel similarly, with the added caveat that it likely would have increased the demand for a Super Saiyan Bra, which would have required a lot more exploration of her character than GT had the time or willingness for. Toriyama also stated that Pan may have become a type of Super Saiyan never seen before, so it's very possible that she could have been the canon Legendary Super Saiyan.
