They already do that, it's called paper btc, all exchanges do, the fees are too expansive, and will only get more expensive as adoption increases and supply diminishes (halving), there are proposals to these problems, but they are proposals. Gamblers often don't fully understand what they are buying into and buy the propaganda as irrefutable fact.
