With the sort of thing we can give them, escape and rebel actions against their occupieres, the Esaal, will be almost impossible. In other words, we will make the Casliaans totally helpless against the Esaal. They will keep them locked up on their homeworld forever; unable to escape into deep space and gain independence like many other species have done.”
