Because what the blockade did, the nips couldnt get oil to run their tractors and trucks and anything, literal starvation was looming because not only couldnt they have harvested their crops anymore when the machines ran out of fuel, but they couldnt have ran the trucks to distribute the food.
Japan faced a decision - starve or break the blockade.
That was not a decision at all.
