We have past threads on this, but everyone top to bottom isn't interested in making games, just advancing themselves and job security.

They set up the studio with the hopes some sucker like Microsoft, Sony, or Bandai would buy them so they'd get a golden parachute to riches. Much faster than actually trying to make something successful with 10 years of work, when you can get more money from a buyout in 2-4.

They know they get cycled out when the game is done, and don't care about the game. They are trying to justify their wages and job to keep their job.

Just no one cares. That's why they can't do anything.
