I think what happened was that Toby realized it was taking too long to make chapter 3 and 4 that he decided to make Pizzarina/ICE-E/ERAM a part of 3’s, 4’s, and 5’s storyline. By using the Festival to make her main story debut.
And chapter 6 was then made to be the finale of the story. With chapter 7 being reworked as the ending that never ends.
So instead of the EGG events being the “oh, Papyrus is here, doing nothing again, find out where the EGG goes” he actually gets to speak with you in chapter 3 and do art therapy with you in chapter 4. So now the EGG events aren’t dumb fillers and you actually get the chance to know how he is like in Deltarune. Which should’ve been the original way of handling him in the first place.
