I imagine Frieza wouldn't be destroying many planets actually. Wholesale destruction of planets has its time and place, but generally I would consider it overkill.
There are many undeveloped worlds that nobody would miss, but those planets are still valuable for the development and proliferation of existing civilizations in one way or another.
Instead, I think Frieza's time would be better spent training, touring the Universe, fighting the champions of their respective planets, and working with Kars and his subordinates to survey for threats and respond quickly.
That last part is a big sticking point with me, as I feel it's one of the greatest failures of the Kai in this Universe. That lack of vigilance and decisive action only serves to destabilize the Mortal realm and erode Faith in the Divine.
