The only new centrefires for under 1000$ you'll find is the Turk 12 gauge lever actions like picrel. My local range has one, actually an excellent gun. Feeds flawlessly and has had thousands of rounds through it without failing.
Basically an M870 with a lever tacked on, not much to go wrong mechanically.

Your only other cheap levers will be rimfire. I have an Ithaca M-49 that i love to bits.

You might occasionally see a Savage 99 in 308 or a Martini Henry in 303 for 700-1000$ range, but those are increasingly hard to find.
