Juusou are born Juusou. She's a narehate. It might be possible for a blessed narehate to be whistle'd/released, but it'll likely take more to figure that out (we still don't know how people even know what they can use release on, as Prushka was the one who told Riko to use it on Reg). Next time Riko sleeps maybe Prushka can tell her how she knows, as Srajo doesn't know either.
