Africa is a veritable garden of Eden, with food (big game and some roots/plants) perpetually and readily available in order to support a small population of hunger gatherers, which is exactly what it supported for hundreds of thousands of years. They had no need to evolve further because they were already perfectly adapted to that particular environment.
They didn't have to plan ahead for cold winters or use empathy or form larger societies to survive.
When Europeans or Asians enter Africa, they can quickly turn even the harshest and most inhospitable regions into productive first world nations that are able to feed the whole of Africa and export produce worldwide (for example, Rhodesia). When whites leave, even with the extensive infrastructure (roads, aqueducts, wells, railways, buildings, bridges, electrical grid, productive farms) it all collapses within 5-10 years and they starve to death and have to eat each other.
An intelligent people could create infrastructure and society for themselves. A people of mild intelligence could maintain infrastructure that has been given to them. A low IQ people cannot maintain anything, and will be dependent on someone to save them, or they will starve and die out and return to what they were doing before.
We even see this in formerly European cities like Detroit, once known as one of the most beautiful and productive cities of the West (yes really). It's now an African slum that has its infrastructure maintained by European people at great cost.

If you are waiting for Wakanda, you will be waiting a very long time. It literally will never happen, unless we completely isolate Africans, stop giving them help, put them in harsh conditions which require forward planning to survive, and wait 1 million years.
