I know everyone wants to be goofy and ironic but...
These anti-catcalling laws need to take into account the societal pressure men face to "just talk to" women so they can find romantic partners and potential friends and allies.

Society pressures men to talk to women, then men get called criminals or evil or scummy or whatever negative thing for actually doing so.

Someone's mind needs to be made up here and policies need to stop reflecting emotional whims of the moment.

This anon gets it too, but we need, like I said above, combine the two pressures here. If women don't want men talking to them, then they also need to stop pressuring men to talk to them too.

They're literally unable to hold the same position or legal policy from one second to the next.
