Honestly it's a product of misandry in modern societies. Being a woman is all about having rights, being a man is all about having duties, and I understand people wanting to hold the long side of the stick.
That's why russia is obsessed about them. Men becoming women are men not "fulfilling their duties", which for them means dying for the czar, and the czar need his men to die.
It's also why, in the west, we typically don't give a shit. The gender roles are less wide, women work, so the advantage to get when transitionning isn't that big.
And most importantly, our societies are not dependant on legions of men dying for the dictator.
