Tried it out myself and yeah it does seem to be mostly IP based. First it told me i had a heavy Russian/Arabic accent then after i switched my VPN to Miami it told me i had a slight Hispanic/Jeet (May Allah shelter us from the horrid fate of being a Pajeet, ameen) accent with no mention of Arabic.
