imo it depends on how close RU is to having depleted their potential for war. manpower, materiel, economy -- if one of those is in terrible enough shape that RU believes they can't force a more advantageous position by continuing the war, then they'll have to settle for a negotiated peace.
question just is whether we are at that point yet or not.
