Phantom boss stage itself spawns a couple gigaDEF elite defenders from top left. Metafag the hell out of the stage nuking phantom with dodge ignore ops/true damage so he can't break the left block, and just put a defender/medic top left to tank 3 of them. They'll take years to die giving you plenty of time to do 200 deploys.
