Time travel seems to be taboo or outright impossible in the City. Even the time loop Lobotomy Corporation used, which had basically infinite money to give to T Corp to do so, was still looping for ten real years. It also wasn't perfect, because I'm pretty sure KJH said in an interview that Hokma became so much older than the other Sephirot was because he wasn't "fully secured" in the time loop.
