There's already an ongoing fuel shortage in that shithole. Their oil/gas revenues have been hammered. The government has banned exports using an emergency law at the end fo July and is forcing refineries to sell at a loss to gas stations - who also sell fuel at a loss to consumers.
And on top of this Ukrainian drone strikes have been relentless as of late.

Could Russia plausibly repair its refineries using Chinese technology? Probably - but that won't come for free.
