It's a job board where jobs advertised outside of the USA are posted for Americans. If you apply, they have to treat you fairly as a citizen of the USA. Most of them have insane requirements no foreigner will actually meet, as you might expect, but you can find a decent number that require only experience at a prior position etc. and if you're confident enough that you have the required experience, you can apply and grab those jobs.

I'm already scheduling interviews for jobs I found on jobs.now. Have you tried any of them yet? Some of them pay so much that it would make moving to California worthwhile!

So far, it appears the core of the deal is that Zelensky will withdraw from Donetsk--the region where most of the fighting has occurred--in favor of keeping the capital cities of the remaining oblasts where Russia has only conquered most of the territory in absolute (and majority population) terms, without seizing the biggest cities. Thus, the Ukraine will keep about 1 million people in its borders, while ceding a region where Russia has already begun an encirclement of the main army grouping and cut off major supply lines while already beginning to invade into the next oblast to secure a buffer zone to ensure they can actually live in the new territories.
