I don't think that's the case because adult Haa is about the same height as Mirai and Liko. Also, she meets Souta in episode 7, and Mirai's parents in episode 10, and in ep 10 Mirai and Liko acted like they had never seen it before, and she gave them exposition about how the growth magic worked afterward.
