You see A-chan was started becoming disillusioned with Hololive in 2023 and that's probably when she started forming this idea of forming a group of her own. And she likes seafood so that was the theme she wanted, So she most likely talked with Chloe over dinner floated the idea to her. Then after they found out Aqua would be leaving Hololive (sometime in April 2024) A-chan decided to make her move and also bailed in June 24. Then either Chloe or A-Chan talked to Aqua about their idea, but she wasn't completely onboard back then. Then Chloe floated the idea to Shion and she agreed hence why they both left around the same time. Then Gura caught wind of the plan and probably also decided to join in.
So they all agreed to Re-debut as Sea creatures one by one to form a Sea unit of some kind in the future.
