Logic could conclude that. Also could be some basic knowledge of "what the army wanted to do" but no one was capable of delivering, so it passed as a rumor until it reached the Sci-fi authors who grabbed it as inspiration.

Sometimes as artist you gotta do criticism in a clever way for not raising the red flags. Sometimes you can leak information without no one knowing.
