The problem is that DE damaged the franchise in two main ways:
>The Pricefield breakup
This was so out of character and poorly done that the only real way to fix it would be to undo all of it, ala the 'Safi used her powers to break up Chloe and Max' theory. The damage here was to the characters themselves, so either a third party has to be secretly responsible or the entire thing has to be undone for Pricefield to be fixed. Just adding a bunch of Chloe into DE 2 without addressing this would not help anything and actually would probably make things even worse.
>The x-men shit
This is a pretty significant amount of damage done right to the core of the franchise. LiS is just not a series that is compatible with this idea in any way whatsoever. This is a big enough problem that I do not really think they are capable of just ignoring it, but actually addressing it would be a disaster. Undoing this is really the only option that they have to try and maintain some form of franchise integrity.

Looking at both of these problems. I honestly think the only way that DE 2 would be able to win people back is if they undo 99.9% of DE 1.
Start the game with everything having gone to shit regarding the x-men stuff and now people with powers are being hunted down and killed. Have Max permanently abandon the DE timeline and jump into a new one.
Basically have a totally fresh start with a slightly traumatized Max living in some cozy township outside Seattle in this new timeline. Finally merge both Bay and Bae together so that Chloe is going to be there regardless (married to Max if the player selects it, married to [comic] Rachel if not), bring back some fun supporting characters (Kate, Dana, Victoria, Gwen etc) and maybe include Safi as a romance option.
Make the game about Max learning to deal with her demons and finally settling down to live a happy, quiet life. Just a nice happy ending for her character and Pricefield, if the player chooses.
