To be frank neither do I but I read DA LORE at TV Tropes and it seems so, after being treated like a mobik at an ACK-mat batallion for some months he eventually figured out his power allowed him to alter people's biology or something so of course that means you can edit someone's brain and whatnot, personally my favourite isekai is pic related, I found the character design ugly with both Tanya and Visha looking like a westerner trying to draw anime faces for the first time, but the narrative and animation was superb:
