Editorial didn't care what Leah did with Power Girl and encouraged her to just do whatever. You could say editorial's partly to blame for why that run ended up the way it did, but she was also lazy, not doing any research and just winging it. She had to rely on tropes and fanfic-tier writing and couldn't even keep her own shit straight.
