Correct, at this point. 30-20 years ago, we were getting flooded with an excess of Chinese students. Its rightly seen as a problem now across both parties. There's going to inevitably be some surprising instances of IP theft amongst top US corporations and likely even government agencies that's going to spark greater scrutiny of Indian migrants similar to how Chinese nationals are now. This will likely not take 20-30 years, and may occur in the within the next 2-3 years. Its no doubt already occurring, if a story broke tomorrow of Indian theft of sensitive government data, I wouldn't be surprised in the least.

We obviously need more than remittance tax, but the right triggers haven't occurred that would justify it. Its not ideal, but its the way things are now. We don't just have to change the minds of thousands of politicians and judges, but tens of thousands of business executives whose eyes are currently blinded by monetary savings. They'll sober real quick when all of their trade secrets and IP are under threat from Indian firms.
The Indians are far less competent than the Chinese are, so who knows.
