With someone like say, Charlie, I don't see there being the intensity of feeling there since I think he could fairly easily manipulate her into being with him. Engineer a Chaggie breakup, then make sure he's always around Charlie to cheer her up... Easy. Whereas with someone like Roo who would realise quite quickly that she can keep stringing him along with promises of power, those unrequited feelings could build up and consume him. Though perhaps he also has some leverage over Roo as well, maybe his relationship with Charlie, or having access to Lucifer through the hotel or something.
