It's probably taken from real life when children get red cheeks and noses during cold weather. Just another design trope to make a character look more cute by subconsciously mimicking child-like characteristics. It's the Tumblr equivalent of round cheeks, small chins, big eyes, and lack of teeth in anime art styles.
