Because while there are pros to the game key card, it also creates a major con; Namely that it gives a cop-out for developers who don't want to bother with an actual game card. Now when you go for a physical copy of a game you might not even be able to get a proper one but instead a "Game Key Card" which just like any digital game will end up unusable if the digital storefront goes down. It's all of the plastic with none of the benefit.
