You need a larger working than dependent population to sustain a welfare state. And that welfare includes pensions. Pensions are the biggest welfare system ever created, and they're strangling the countries that have them. You cannot have a low birthrate and pensions, but because old people outnumber young people, there's 0 chance that pensions get removed because the old people would rather see their nations be wiped from the face of the Earth than not receive a pension.
