The second bill was 100k fee on the company for hiring an h1b and it applies to renewals and new hires(maximum 6 years).
Basically, the only breakeven point is all H1B jobs just went down by 25k/yr as the renewal is every 4years IIRC.
People forget to hire an H1B there are some pretty weird guidelines into the salary being they can't make less than 60k/yr, meaning before taxes and other paperwork; the jeet is now comparable to someone local at 85k/yr. In short, all states not on the west coast liberal hell holes and NY/NoVA just lost any reason to keep jeets around for mid-tier or helpdesk positions.
