Not to be racist against demon dogs, but it's pretty obvious that Fuwawa doesn't fully understand what's socially acceptable in human culture. Just remember the first holoearth stream, Fuwawa got so excited when she was surrounded by Ruffians that she started flashing her underwear multiple times to make sure all the Ruffians saw it (it was probably a demon dog mating ritual). Mococo understood that it was wrong, but Fuwawa kept giggling while doing it. This probably also explains Fuwawa's difficulty understanding the concept of "consent", she is not evil, it's just a cultural misunderstanding.
