A basic azeb with just a jezail and alchemical ammo is probably the best chaff infantry in the game (at least imo). Very cheap for a +1 ranged shooting attack at decent range. Like the other guy said, 1-2 with flamethrowers is also good. Idk about shield and shotguns since azebs don't love melee combat, but azebs as a whole are totally viable
