Why do people keep saying that. The Sunny itself is supposed to be the ship of dreams. Having to get any kind of major modification would completely derail that. What's more, the show has established that the Pluton is a dangerous weapon that no one should be able to get its hands on. If the Sunny is the ship of dreams, then Pluton is the ship of nightmares.

Also, Oda doesn't give a shit about Franky. We were on Egghead, the most technically advanced arc in the world and he had minimal interaction with his idol and walked away with 0 upgrades to himself and the ship. And there were several points in the arc where people thought he'd shine majorly.
