It remains my headcanon that the real reason WB never did anything about Wano is he didn't want to kill his "little brother" from the Rocks Era, and that Kaido was going to attack both sides in Marineford as an excuse to help WB the existence of Scopper has made the Oden backstory even stupider, definitely Oda's biggest misstep of the series
