Iran didn't do much of anything to help Russia with Ukraine, additionally, even if Russia wanted to help Iran, there's nothing that they can reasonably spare for them. Russia has invested their future in Ukraine, not Iran. This also goes for China, they know that there is no point in helping Iran so it makes more sense to just help Russia and in return they get oil below the market value (something Iran doesn't offer).
