They want to remain in power but know their position isn't deserved so they're in constant fear that people more capable than them will rise up to replace them. Having a surveillance state that can identify any threat to them and eliminate it before it becomes a problem is their goal. It's also why they push crab bucket/tall poppy syndrome so have society itself eliminate anyone extraordinary.
