Probably Call of Duty 4 because it's the perfect Hollywood action movie in video game form, Delta Force Black Hawk Down is a close second and would be first if it had an engine and game mechanics that weren't old enough to be in graduate school.

Call of Duty Black Ops, mainly for its complete lack of even a veneer of historical accuracy and blatantly cutting corners by copying shit from MW2. I don't really like MW2 either but that's mainly because the PC port is trash.
