Other countries like Japan, Canada and others have such massive government programs that it's unthinkable for them to A) roll them back; and B) not fund them. Those programs have to be paid for SOMEHOW.

If I were a white pigskin in countries like Norway, I'd say "Hey, we need for you to start getting used to paying for your own stuff, otherwise we'll run into the same problem as the rest of the Western countries" THEN you can implement harsh immigration policies.
